Open Question: Is this entrapment or normal procedure?

My friend lives in an apartment in Newport Beach, CA, and the corner pipe in the wall busted and hr apartment flooded so the management is ripping out carpeting/walls/cement...etc... to fix the problem. Her lease is up, and she pays month to month. They management offered her a new apartment while the one she currently lives in is fixed, but they say she HAS to sign a new one year lease... she has no other place to go, and she doesnt want to sign the lease because she was shopping around for a new place to live... is it legal for the management to say move out while we fix the problem or sign a new lease?...
